Position Specific Information:
- Mecklenburg Transportation System (MTS) and the Services For Adults (SFA) division is seeking a seasoned, human services professional to lead the County’s Non-Emergency Medical Transportation services.
- The successful candidate should have a proven track record of strategic thinking and innovation as it relates to managing and developing transportation systems and services for seniors.
- To be successful, the manager will need to be knowledgeable in the local and regional transportation community and be intentional around collaboration with community members, key stakeholders, and partners to build a robust array of transportation strategies for Mecklenburg County residents, particularly seniors.
- The ideal candidate is well-versed in the importance of social determinants of health and their effect on overall wellbeing, specifically as it relates to the transportation needs of residents eligible for publicly funded services and resources.
- Full time position located onsite at VCW, 3205 Freedom Dr., Charlotte, NC 28208. Primary work hours are Monday - Friday, 8:00 AM to 5:00 PM.
Minimum Qualifications:
- Experience: Minimum of seven years of experience in area of assignment and two years of supervisory experience.
- Education: Bachelor's Degree in Human Services or related field.
- Combination of relevant education and relevant experience accepted: Yes.
Licenses and Certifications:
- Requires a valid North Carolina or South Carolina Driver's License.
- Requires County Driving Privileges.
Preferred Qualifications:
- Prior transportation services experience on the county local government, city, regional, or federal government level.
- Subject matter expert with transportation background in developing and implementing strategic plans and evaluation for transportation services a must.
- Knowledge of the Department of Transportation (NCDOT) and Federal Transit Administration (FTA) policies, procedures system applications, including the Americans with Disabilities Act (ADA) guidelines.
- Knowledge of auditing procedures, i.e. National Transit Database (NTD), Triennial Reviews, etc. Prepare reports, maintain records and support grants and compliance reviews.
- Knowledge of call center operations related to dispatch, scheduling and customer relationships. Experience with planning, coordinating and optimizing service delivery, including routing, scheduling and fleet utilization for paratransit services.
- Knowledge of safety programs, incidence response and risk management; ensure proper documentation and timely resolution of issues.
- Experience developing and overseeing financial budgets on an annual and quarterly basis, tracking expenditures, forecasting needs and ensuring cost-effective operations.
- Experience with identifying, flagging, and analyzing potential financial and budgetary risks.
- Understanding of FTA funding sources (5307), Rural Operating Assistance Program (ROAP) and other transportation grant funding.
- Strong problem-solving and decision-making abilities.
- Proven track record of successful leadership and team management.
- Knowledge of NC Division of Aging (DoA) and Adult Services Programs.
